The Bureau of Sanitation completed its Environmental Impact Report (EIR) this January and concluded that the proposed project would not result in any significant adverse impacts on the environment but would result in beneficial impacts on air quality, biological resources, and hydrology and water quality.
Large stores are allowed to phase out plastic bags over six months and then provide free paper bags for another six months after which they will charge 10 cents per paper bag. Small retailers will have a year to phase out plastic.
